ENHANCING THE EU ‘S ENGAGEMENT WITH NON-RECOGNIZED ENTITIES:
THE CASE OF NAGORNO-KARABAKH
AGBU Europe is organizing a roundtable on the European Union’s engagement in Nagorno-Karabakh, with guest speaker Ruben Melikyan, Human Rights Defender (Ombudsman) of Nagorno-Karabakh.
Nagorno-Karabakh is one of the unrecognized states that emerged from the breakup of the Soviet Union. It is the only territory in the whole of Europe which the EU does not allow its officials to enter and where it provides no assistance whatsoever.
The seminar will discuss how to address this anomalous situation, what might be the first steps of an EU policy of “Engagement without Recognition” in this territory and what the benefits of this engagement might be for the EU and for the region.
